Personal and Home Care Aide State Training (PHCAST) Program

Personal and Home Care Aide State Training (PHCAST) Program – Online Training

This free online course is available for providers to train individuals who want to work as Homemakers or Personal Care (PC) Homemakers, or as a refresher for specific skills for either role. This free, online training which includes self-paced modules can be taken on a laptop, tablet, or phone.  Courses are available to anyone interested in learning more about becoming a Homemaker or PC Homemaker, seeking employment in the home care field, or simply looking to refresh their skills.  At this time training is available in English, Spanish, and Haitian Creole here: https://mahomecaretraining.org/

NOI - Note regarding Unit Rate Calculation page in Provider Application

Please be aware that all existing providers need to register in the new system, and complete the application in its entirety.

There is text in section 2. Unit Rate Calculation, shown below, that may be confusing if you missed the recent webinar trainings:

This language is not applicable to existing providers who are completing an application in the new NOI system for the first time - your application must have all responses complete in order to be submitted, including the unit rate calculation page.

NOI Upgrade Training - question follow ups

Please see our responses below to questions that we could not answer during our training webinar on 7/26/16:

Q: What is the difference between travel expense and travel stipend?

A: A stipend is a set amount regardless of actual cost - + or – the stipend amount.  For example, a per mile rate of $.45 per mile is considered a stipend. The actual cost per mile may be higher or lower, but the employee is reimbursed the $.45 per mile.

Travel expenses would include the total amount traveled in miles plus any other related expenses. The total reimbursable amount  is unknown until the travel has been concluded.        

Q: Regarding the Certificate Of Insurance (2 questions)

  1. Does someone have to be "named" on COI?
  2. We deal with multiple ASAP's, do we need a COI for each one and their location?    

A: The current policy should be attached to the NOI application. The ASAP will provide any necessary instruction on COI once there is an agreement to contract.

Important Notice: Upcoming Changes to the NOI Provider Contracting System

As of August 1, 2016, the Executive Office of Elder Affairs will implement an upgrade to the current online NOI Provider Contracting System. The upgrade includes sought-after enhancements that will increase efficiency for all parties.

The new NOI Provider Contracting System offers several improvements, including:

  • Easier navigation and improved user interface
  • NOI “open” period will be greatly expanded, unavailable only when the system is undergoing maintenance.
  • Providers can update their information anytime the system is available.
  • Virtually the entire process, from application to contract execution and amendments, can be completed online.

To implement the new system, all current providers must register and complete an application on or after August 1, 2016, no later than September 1, 2016.

  • No provider information from the current system will be brought into the new NOI System.

New bidders may access the new NOI System after September 1, 2016.

Previously approved providers will not be re-evaluated, but still must register and submit an application in order to use the new NOI.

Training for the new NOI Provider Contracting System will be conducted by webinar. All providers must attend one of the sessions. The webinars will be recorded and made available online upon completion.

NOI Closed as of June 1, 2016; New NOI Coming Soon

This post relates to the upcoming implementation of the new NOI application. The new NOI will have many improvements over the current system, and all parties will be notified of training opportunities in the near future. The projected start date for the new NOI is August 1, 2016. Please consult this blog for training times, and in case there are any changes in the schedule.

To prepare for the new NOI in August, the current system will be closed as of June 1, 2016. No applications will be accepted between June 1 and August 1, while the new NOI system is being tested.

Please note that all current/interested providers will need to submit an application using the new NOI in August, as no prior information is being migrated to the new system. Previously approved providers will not be re-evaluated, but still must register and submit an application in order to use the new NOI.

FY 2016 Homemaker Notice of Intent (NOI) Schedule & Announcement

On November 2, 2015 the Executive Office of Elder Affairs (EOEA) plans to open the FY2016 Homemaker Notice of Intent (NOI) to Contract process. 

The Homemaker NOI is the process Home Care agencies must complete if they are interested in contracting with the State’s network of 26 Aging Services Access Points (ASAPs) to provide Homemaker and Personal Care services through the State Home Care program.

  • The FY2016 Homemaker NOI Application, Instructions and Guidance Documents can be found on: https://noi.800ageinfo.com.
  • Announcements regarding the FY2016 NOI process will be posted to this website (http://hnoi-announce.800ageinfo.com).

** UPDATED DOCUMENTS TO BE POSTED BY WEDNESDAY OCTOBER 21, 2015** 

Home Care agencies that previously completed the online Homemaker NOI process and appear on the Listing of Current Providers do not need to complete the FY16 Homemaker NOI Application again this year. 

However, you will need to confirm/update your corporate data within your approved Application if any data has changed.  If a Provider’s information is staying the same, no action needs to be taken.

Application Open:

November 2, 2015

Application Close:

TBA; EOEA will be leaving the NOI Application open as long as possible.  EOEA reserves the right to close the Application period at any time to conduct system and/or document updates.

Application Review Period:

45 days from Submission Date/Re-Submission Date

During the review period, we ask that providers refrain from contacting EOEA or ASAPs regarding the status of their Application. Each provider that has completed the Application will be notified within the Application review period as to whether or not the Application has been approved.

EOEA will be leaving the NOI Application open as long as possible.  EOEA reserves the right to close the Application period at any time to conduct system and/or document updates.  Any Application that has been submitted prior to the closing will be reviewed and either approved or rejected.  

We will keep rejected NOI Applications available for 90 days from the rejection date for purposes of re-submission. Otherwise a new Application will need to be created and submitted.

For any providers that were previously rejected in FY 15 and did not re-submit a rejected NOI Application within the 90 day period, you must create/submit a new FY 16 Application.

Home and Community Based Services (HCBS) waiver providers are now required to enroll in the MassHealth program with an assigned MassHealth Waiver Provider number. If a company provides services to individuals who are enrolled in the Frail Elder HCBS Waiver, providers must complete specific MassHealth enrollment forms.

Interested ASAP providers should download and review the documents linked to below, starting with the Overview document. The contracting ASAP will provide specific instructions.
